Shadow Reach is only useful against classes that you already counter in PvP anyway(casters and pretty much everything) so you can go with this build: Improved VE is pretty garbage outside of 5 man dungeons. I've been discussing a leveling build for release on a pvp server and I have come to my anecdotal conclusion that 5/5 blackout can be achieved at a very, very minimal loss to efficiency while leveling.
